According to the wiki, you need to input specific recipes into the grinder. The recipes, are as follows, and require items of the same rarity in every case but the legendary case: Legendary of desired type: 2 legendary weapons + 1 purple weapon of the desired type. Up one rarity level (nonweapons) 3 items of same type (grenade mod, shield, etc)
Even tried 3 Luneshine purples and it won't grind. Level doesn't seem to matter with white, green or blue grinds. Not sure why it would matter for purple. You can't grind purple and above at random, after that you need "recipes", example: 2 Legendaries+1 Purple=Legendary of whatever weapon type that purple is.
